By default Integrated Scheduler will start automatically when windows starts. Integrated Scheduler takes a very low processing while running and it doesn't hamper other regular operations. It is safe to run this program as startup. But in any case if you need to stop running Integrated Scheduler on windows startup you can do it by removing check mark from "Auto-start when windows starts up".
